I agree, unless you are in a 20floor walkup/apartment , there is no reason your pup can't learn to potty outside. I dont even have a fenced yard here at he ranch & i managed to potty train my pup to potty outside, she never had an accident in the house or in her crate, mostly BC she was a great puppy, but also BC i helped her succeed through vigilance & rinse & repeat

How is the potty training going? I agree with outside training. Watching your puppy while in the house is key. Once you see your puppy starting to circle or stop and squat, immediately pick them up and take them outside. You might have to limit the food/water intake to regulate puppy potty times. I do agree and recommend getting a dog crate. It is a wonderful 'getaway' for your puppy. That will become their domain and they will not want to soil it.
