In what context is he doing this- just randomly or is it right after you remove them from your feet, or...?
The best way is to put them up when you take them off, but any other advice I give will depend on when and how exactly he's doing it.

Best way is prevention;pick up everything you do not want your dogs to chew on,anything on the floor.
When your dogs stole your shoes, and took off. What did you do? Did you go after the dog?If so, stop chasing after them.Dog takes it as game and suddenly shoes can become the toy to get attention from you.
Best way is to run to opposite direction. He will most likely chase after you and you can pick up the shoes and put it to the place where he cannot reach at.

THIS. My dogs hate when I refuse to play their mind games.

Many dogs seem to have a fascination for shoes and slippers and most make a game out of it when you chase them to get the footwear back. Unless your dog chews up the footwear, I guess it should be taken as a harmless sort of game your dog likes to play.

You could also have a fave toy or a loud, attention getting squeak toy for these occasions. When he drops the shoe to get the toy you have, play & praise like crazy.

This has been touched a bit in the replies by I have to emphasize that you shoud NOT chase your puppy because he REALLY wants to be chased. My dog did this with my stuff, grabbed it, looked up to make sure I saw, and bolted off. But we created a chase game using her rope toy and no other. She loves keepaway, and now knows that game can't be played with any other toys, including my shoes and bras!
