Hello,
I have a 2 year old Chihuahua, who is beginning to mark around my apartment. He was crate trained initially, but learned quickly to go in his spot so was given more freedom. He is also becoming more aggressive with other dogs when I take him out. I want to get him neutered, but unfortunately, since one of his testicles has not descended, it will cost me way more than I can afford to put all up front. What are the chances that I can find some vet who would agree to perform this procedure and negotiate some payment plan?

I am sure there are some clinics out there that would work out a playment plan with you. But be carefull not to end up with a crappy Vet just to get a payment plan you can afford. If you don't have a relationship with a good vet, I would wait until you can afford it up front and find a good vet. Could you put it on a credit card? The other thing you need to remember is that your dogs problems might not go away after he is fixed. My Male dogs continued to scent after they were fixed. Not in the house but they did outside. Aggression with other dogs isn't just related to being fixed or not. Sorry I couldn't help much. Good luck.

Spay Day USA is fast approaching. Following this link and check to see if there are any facilities in your area participating.

Check with your local shelters, humane societies or just google Spay/neuter assistance programs followed by the cite/state you live in. You'll be surprised how many organizations there are out there that offer low cost spay/neuters.

THanks for all your help, I live in Canada so I guess I will have to shop around...
while I have your attention, I have recently been told by my superintendant (I live in an apartment building), that my dog tends to bark alot when people walk by my door. she says it is getting more annoying. I have been going home at lunches, and have been giving him lots of toys and his kong filled with treats to keep him as busy as possible, but do I now have to look at things like a electric collar?! I would rather avoid that.

Yes, definately call around for prices as they can vary widely from vet to vet even in the same area.
As for the barking, as long as it is not anxiety related, you don't necessarily have to go with a shock collar...there are citronella collars that seem to be quite effective. Before trying any type of anti-bark collar though, you might be able to resolve the problem by confining the dog to a room as far away from the door as possible while also leaving a radio on playing white noise to help drown out outside noises that might cause him to alert bark. Maybe even use two radios, placing one right in (only if you can place it out of his reach) or directly outside the door of his confinement room and another in the room where the door is that people walk past.
