My Dog Will Not Come or STay

My dog is a sweet boy. I like spoiling him and want him as a companion.
I have been unsuccesful in training him to come or stay.
I feel this is important for his safety.
He seems only interested in sitting when it is for a treat.
People say scottish terriers are stubborn and he seems to be at times.

HI! Its really important your dog knows the stay part incase they go outside or you dont want them to get into anything. A good idea would be to enroll you and your dog into a short training program they have out their. Great for socializing your pet and yourself lots of fun and will refresh you and your dog on your commands. I practice stay all the time with them and dont always give a treat just alot of praise. Since at times outside I may not have a treat and I want my dog to listen to me. Believe me my dogs need refreshers big time planning once the weather gets warmer to go for a refresher ourselves plus mine could use to socialize outside of the house.

I need to find the time. I would also like my dog to become more social.
He is almost a year old. In your opinion when is a dog too old to train?
People become too old to change their ways.
