Bigger puppy barreling over smaller puppy

I have had Marley (Shihpoo)for about 5 or 6 weeks. She is now around 12 or 13 weeks old. She seems very smart. She is currently 5 lbs and is running roughly over Cooper. He is 9 weeks old and weighs 2 lbs. He is a maltipoo. I have had him for a week. He gets pretty tired of her rough play and growls and shows teeth to her to which she just ignores. She will watch him from across the yard (at potty break) and all of a sudden run full blast right over him, knocking him flat. They also do plenty of rough wrestling/biting. I worry about him as he is so small. He won't max out over 5 or 6 lbs. I just don't want Marley to forever continue to muscle her way all over him.

Have the bigger puppy on a leash when they are out side so you can control it.Plus when they are playing too ruff stop it.You should be the leader of the pack and say what they can and cant do.
If you are not in control of their behavier no one will be.
The mother dog would stop all ruff play.
