Unless this bill is stopped rescues will either have to pay for a license
for each of their rescues and the rescues in foster homes or register with
animal control. Rescues already file an annual report with the state vet. There is no
need for this bill which could be costly in dollars and in lost foster
homes.

Delegate Jennifer McClellan patroned a bill proposing to exempt "releasing
agencies" ( home- based rescues are in the definition of "releasing agency")
from having to license dogs and by local ordinance -- cats -- fostered in
their homes. It was reported to me that a member of VACA (Virginia Animal
Control Association) stood up and said that some of those home-based
rescues keep the animals forever (or a very long time) and they should have
to REGISTER WITH THEIR LOCAL ANIMAL CONTROL. That form of the bill passed and
There is no exemption for rescue unless you want to register with local
animal control.

passed the House, it is now going to the Senate Agriculture committee.

This bill has no process for registration, no fiscal impact statement and no
funding for implementation.
There is no need for this law requiring registration of volunteer home
based- rescues ( which are "releasing agencies" ) because rescued animals are in foster
homes on a temporary basis. The amount of time may vary based upon the dogs'
or cats' needs. Vet treatment, recovery from surgery, or matching them with
permanent adoptive homes are factors in the length of their stay in rescue.
Some puppies and kittens, dogs or cats may need a longer time than others,
but the time period is still temporary. When anyone adopts a dog from a
"releasing agency" ( including a home based rescue) they are required by
current code to license the dog, ( or cat by local ordinance) in their own
locality. Rescues are already "registered" with the state veterinarian as they are
required to file an annual report and do not need to register with animal control.
Please oppose this unnecessary bill.
