I have a non-profit for cats and dogs,,we get in just a few dogs,,mainly what we do is a trap-neuter-release on the feral cats,,the cat population was out of control and no-one was doing anything about it,,so I guess u need to find a "niche" that needs to be filled,,get your non-profit papers thru the state,,I had a lawyer in town fill my out for free,,I have heard that the paperwork isn't to hard,,then I waited a year to get them back,,its not to intense.

Dear adoption rescue starter. I hope you devise sensible policies for adoption. You might consider examining the article "So you think you can just adopt a dog?" It is sad that some rescue organizations establish policies that disqualify adopters on the basis of housing (rent v. own) and employment (work v. stay at home) and the animal companions remain in foster care indefinitely. Homeowners and stay at home folks are as likely to surrender/abuse pets as renters and the gainfully employed. I urge you to do research some workers have the means to take care of pets--especially ill ones requiring treatment--that some others don't. Some renters live in luxury complexes that are enclosed and even include dog runs. So as you advocate for dogs really advocate for them and do your research on people as thoroughly as you do for your animals.
